Network management has direct and indirect costs as does membership. For reasons of administrative simplicity, donors have an inevitable tendency to fund one central point for network management. This is in the recognition that Networks have the capacity to reach the implementing partners directly and work with them to influence development. Networks act recipients for grants for smaller organizations and or partners who do not have internal structures and controls.
